I disagree that the rationalists haven't created any art, only that there hasn't been anything yet which is good enough to break through. There's tons of ratfics, discussed in /r/rational: HPMOR is the standard answer, but I would recommend Worth the Candle as one which is actually good (only marred by being exceptionally self-indulgent).

I think the strongest utopian utilitarian vision would be the Culture series by Iain Banks. In general, lots of science fiction, especially the earlier stuff which is optimistic about the future (Asimov for example) is utilitarian in theme.

Similarly, if the libertarians were as liberal with their literary analysis as the Marxists, they could extend beyond Atlas Shrugged and start claiming anything where the individual goes against society or government as their own, Kafka for example.
